Monsieur Mimoun El Houari officially assigned as the President of the First Instance Court of Berkane. 

The First Instance Court of Berkane officially confirmed the assignment of Mr. Mimoun El Houari as the President of the First Instance Court of Berkane on Tuesday, February 20. He succeeds Professor Rachid El Omari and the ceremony took place in the public courtroom 

 The assignment ceremony was attended by the Governor of Berkane Province, Mr. Mohamed Ali Habouha, along with judicial officials and lawyers from various provinces in the Oriental region. Representatives from the Ministry of Justice, the President of the Council of OulÃĐmas, security service chiefs from the province, parliamentarians, external service chiefs, and local authorities’ presidents were also present. 

 Mr. Mimoun El Houari replaced Mr. Rachid El Omari in accordance with established practices. In his speech, he expressed pride and gratitude for the trust bestowed upon him by His Majesty the King, emphasizing his determination to work diligently and with commitment to provide services that meet citizens’ expectations.  

 It’s worth noting that Mr. Mimoun El Houari previously held the position of President of the First Instance Court in Bouarfa before leading the First Instance Court in Guercif, and now assumes his duties in the province of Berkane.

Enlightening Training on the Labor Code for Employees of Berkane Local Development Companies 

Employees of local development companies Majal Berkane, Hayat Berkane, and Harakiat Berkane had the privileged opportunity to participate in training led by Ms. Isslam Akhyad, doctor of legal sciences, this Thursday, October 23. This training session was designed with the aim of deepening workers' understanding of the labor code and fostering a fruitful exchange between employees and legal and human resources managers. 

 The training had the main objective of clarifying and explaining various aspects of labor law that are often a source of questions and concerns among workers. Mrs. Isslam Akhyad addressed several crucial points, including employees’ rights and duties, disciplinary procedures, working conditions, and provisions related to safety and health at work. 

The training session went beyond a simple lecture. It created a constructive exchange between employees and legal and human resources experts. Participants were encouraged to ask questions, share their experiences, and discuss the issues they face in their daily professional lives. 

 Mrs. Isslam Akhyad also took this opportunity to share the latest trends and developments related to labor jurisdiction. Recent changes in labor legislation were discussed, allowing participants to stay informed and adapt to the evolving legal framework that governs their employment. 

This training is particularly important for local development companies in Berkane. Glory and Innovation in Berkane: The 7th Student Forum Celebrates Agricultural Advances with the Presence of the Minister of Agriculture

The territory of Berkane hosted the 7th edition of the Student Forum, held on November 17th at the Office of Vocational Training and Job Promotion (OFPPT) in Zraib Berkane. This event was honored by the presence of Mr. Mohamed Seddiki, Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, along with Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, Mr. Mohammed Jelloul, President of the Provincial Council, and the President of the Oriental Chamber of Agriculture, alongside the presidents of the various municipalities of the Berkane province. Many actors and stakeholders from the agriculture and vocational training sectors were also present. 

 The event was marked by various activities, including the inauguration of a new program titled "Ornamental Crops and Green Spaces Management" at the Institute of Technology and Applied Sciences (ITSA) in Zraib. This program addresses the growing needs of the Berkane territory in terms of ecology and sustainable development. In parallel, exhibitions and exhibitors from across Morocco presented their projects focused on GreenTech and ornamental crops. Among them were projects such as the Multiplication Greenhouse, the Shading Breeding Greenhouse, BEAT Berkane, Agrossar, illustrating an intelligent and sustainable economic and ecological model placing the citizens of Berkane at the heart of concerns. 

In his speech, the Minister praised the efforts made by territorial actors to promote vocational training in agriculture and related services, thus continuing the Green Morocco plan. He also highlighted the ministry's vision for promoting investments in the agricultural sector, as well as action plans aimed at creating jobs and increasing the employment rate in the agricultural sector. 

 

In parallel with the 7th edition, exciting sports competitions were carefully orchestrated, placing students at the center of the action, excelling in various disciplines such as running, chess, table tennis, basketball, and football. These sports events sparked dynamic participation, bringing together young people from different Moroccan cities such as Laayoune, Errachidia, Rabat, Larache, Oujda, among others. The results of these competitions were praised with awards and recognitions presented by the Minister and the Governor, thus highlighting the efforts and talent of the participants.

Royal Speech Listening Ceremony within the Province of Berkane

In the presence of Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, the presidents of the provincial and municipal councils, as well as a number of elected officials and local actors, the royal speech listening ceremony on the occasion of the 48th anniversary of the Green March took place on November 6th at the headquarters of the Province of Berkane.

"Praise be to God, Prayer and Peace be upon the Prophet, His family, and His companions.

Dear people,

Today, we celebrate an occasion dear to our hearts: the anniversary of the Green March, which completed the territorial integrity of our country.

In fidelity to the eternal oath of this epic, we make it our duty to continue the marches of development, modernization, and construction initiated to ensure conditions of dignified life for Moroccan citizens. To this end, we ensure that the potential of our country, and particularly that of the Moroccan Sahara, is used in the most judicious manner.

Furthermore, since the Kingdom regained its Southern Provinces, its vocation as an Atlantic country has been further affirmed.

Through its dynamism, our diplomacy has thwarted the maneuvers of adversaries, declared and hidden, thus mobilizing increased international support for our territorial integrity. Consequently, our country now displays a stronger and more solid position.

If, through its Mediterranean facade, Morocco is firmly anchored to Europe, its Atlantic aspect opens up complete access to Africa and a window to the American space.

That is why We are determined to undertake a national upgrade of the coastline, including the Atlantic facade of the Moroccan Sahara. We are also committed to ensuring that this geopolitical space is structured on an African scale.

Our wish is for the Atlantic facade to become a high place of human communion, a pole of economic integration, and a hub of continental and international radiance.

To achieve this, by successfully completing the large-scale projects launched there, we ensure that our Southern Provinces are equipped with the essential services and infrastructure for their economic development. Furthermore, to ensure smooth connectivity between the different components of the Atlantic coastline, we are committed to providing the necessary transportation means and logistic stations. This also includes considering the establishment of a strong and competitive national merchant marine fleet

To better support the economic growth and urban expansion of the metropolises of the Moroccan Sahara, the establishment of a maritime economy must continue to consolidate the development of the entire region and benefit the local populations.

In addition to the thorough exploration of offshore natural resources, this integrated economy must be based on continued investment in maritime fishing sectors, desalination of seawater for agricultural purposes, promotion of the blue economy, and support for renewable energies.

We also call for the adoption of a dedicated strategy for Atlantic tourism, aimed at highlighting the numerous potentials of the region and, thus, establishing it as a true destination for beach and Saharan tourism.

Dear people,

Morocco, a country known for its stability and credibility, is well aware of the challenges and issues facing African countries, especially those located on the Atlantic facade.

Indeed, despite the quality of its human resources and the abundance of its natural wealth, the Atlantic Africa faces a significant deficit in infrastructure and investment.

To remedy this situation, we are working together with our African brothers and all our partners to develop practical and efficient responses, supported by international cooperation.

It is within this framework that the strategic project of the Morocco-Nigeria gas pipeline is being implemented, considered as a lever for regional integration aimed at creating the conditions for a common economic take-off, initiating a dynamic conducive to the development of the Atlantic band. This endeavor will also be a reliable source of energy supply to European countries.

It is in the same spirit that Morocco has taken the initiative to create an institutional framework bringing together the 23 Atlantic African States with the aim of consolidating security, stability, and shared prosperity in the region.

To address the difficulties and problems facing the brotherly States of the Sahel, the solution cannot be exclusively security or military, but it must be based on an approach of cooperation and common development.

Thus, to facilitate access for Sahel States to the Atlantic Ocean, we propose the launch of an international initiative.

Nevertheless, for such a proposal to succeed, it is essential to upgrade the infrastructures of Sahel States and connect them to transportation and communication networks established in their regional environment.

Because we are convinced that this initiative will substantially transform the economy of these brotherly countries and, beyond, the entire region, Morocco is willing to make available its road, port, and railway infrastructures to them.

Dear people,

I have already mentioned the seriousness and the spiritual, national and social values ​​which intrinsically characterize the Moroccan Nation in a highly turbulent world.

In this regard, the Green March beautifully translated the ancestral values ​​of solidarity, loyalty and patriotism, which allowed our country to liberate its territory and exercise its full sovereignty.

Speaking of seriousness, My goal has never been to complain about anything. In fact, what I meant was to urge everyone to continue to put their heart into the work in order to successfully complete the projects and reforms undertaken and, ultimately, to meet the challenges facing our country. Moreover, My intention, well understood by all, was largely well received by the active forces of the Nation.

In fact, it is an integrated system of values ​​which has made it possible to consolidate the achievements made in various areas, in particular the impetus of the development dynamic in our Southern Provinces and the consecration of their Moroccanness internationally. .

Praise God, while many countries have recognized the Moroccan nature of the Sahara, several other influential states have in turn affirmed that the autonomy initiative was the only possible way to resolve this artificial regional conflict.

In addition, the values ​​of solidarity, mutual aid and openness which are the distinctive mark of Morocco have contributed to strengthening its role and consolidating its position, thus allowing it to assert itself at the regional and international levels, particularly among brotherly Arab and African countries, as a key player and a credible and trustworthy economic and political partner.

Dear people,

The celebration of the anniversary of the Green March is an opportunity for Us to reaffirm Our attachment to the values ​​of this glorious epic and Our fidelity to its eternal oath.

We also welcome the efforts made by the Royal Armed Forces, the Security Services, the Territorial Administration as well as by all active forces, inside and outside national borders, to defend legitimate rights of the Moroccan nation.

The Province of Berkane Becomes FIWARE Gold Member 

Berkane once again distinguishes itself internationally by joining the FIWARE network as a strategic user at the FIWARE Gold level.
FIWARE is an open-source platform that provides a set of open standards for the development of intelligent and connected solutions in the context of the Internet of Things (IoT) and smart cities. It aims to facilitate the creation of innovative applications and services by providing APIs, data models, and reusable software components.
 
With a mission to promote the global adoption of its open standards for smart platforms, particularly in the fields of smart cities, smart agriculture, and Industry 4.0, the FIWARE Foundation has praised Berkane for "setting an example of using digital technology for the benefit of citizens and the environment, becoming a beacon for other cities in Morocco, with innovative projects already implemented in urban planning, waste management, traffic management, and much more. Berkane also hosts the International Smart City Symposium, which highlights the importance of digitization for improving public services, addressing several crucial topics including GIS, AI, IoT, and digital technologies, all of which play an essential role in creating smarter and more efficient cities."

Berkane's Digital Experience on the Podium at the Annual Meetings of AUSIM

As part of its annual meetings, the Association of Information Systems Users (AUSIM) organized a conference on October 31 titled "E-Gov: Towards Which Digital Administration?" The event took place in Rabat in the presence of Ms. Ghita Mezzour, Minister Delegate in charge of Digital Transition and Administrative Reform, as well as various key actors in the field of information technology and information systems, such as Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, Mr. Stefan Maersserchaert, First Counselor and Deputy Head of Mission at the Belgian Embassy in Rabat, and Mr. Hicham Chigueur, President of AUSIM.

The objective of this event was to bring together the digital community around emerging trends, suggestions, and debates in the digital world. A highlight of this meeting was the presentation of the white paper, highlighting the challenges and opportunities related to the digitization of government services. Furthermore, the event emphasized the importance of effectively implementing the administrative decentralization charter, as well as simplifying and digitizing procedures.

Speakers emphasized that the adoption of digital technology is a bold economic choice and a collective responsibility, promoting efficient and inclusive public services, and strengthening social inclusion for territories and the most vulnerable populations. They highlighted the extension of health coverage and social protection, access to financing for young entrepreneurs, as well as stimulating investments.

Moreover, Mr. Mohamed Ali Habouha, accompanied by a provincial delegation including Mr. Mohamed Jelloul, President of the provincial council, also emotionally and eloquently shared Berkane's experience in digital transformation in recent years. He emphasized the role of digital technology in bringing decision-makers closer to citizens and facilitating access to essential daily services. Additionally, he highlighted Berkane's achievements in this field, such as the creation of Majal Berkane, the first public start-up, as well as the implementation of the Geographic Information System (GIS), which have been recognized nationally and internationally, notably by winning the Seoul Smart City Prize in Seoul and the IEEE Smart City Contest prize in Bucharest.

In addition to this event, a Memorandum of Understanding was signed between the Province of Berkane, AUSIM, and SDL Majal Berkane as part of the "Douar BY AUSIM" project, which aims to help rural villages achieve the Sustainable Development Goals (SDGs) through digital means by testing, deploying, and accelerating digital initiatives in a rural municipality, with the aim of scaling them across Morocco.
According to this Memorandum, a pilot project will be deployed in the rural municipality of Tafoughalt.

The "Tadafor" project sets sail in Berkane: Interactive workshops by ENABEL and the Municipality of Berkane

As part of the "Tadafor" project launched by the European Union and executed by the Belgian Development Agency ENABEL in partnership with the DGCT, in 12 pilot municipalities including the municipality of Berkane, the latter organized interactive workshops at Majal Berkane for innovation and territorial intelligence on Thursday, October 29. The event was attended by members of the Berkane municipal council as well as members of the Equity, Equality, and Gender Approach Instance.

The "Tadafor" project is implemented to contribute to achieving the minimum level of citizen participation in targeted regions by strengthening local governance through the consolidation of transparency and legitimacy of the social pact and public policies, as well as improving the quality of services provided. This project is carried out in close collaboration with the General Directorate of Local Authorities and the Directorate of Relations with Civil Society. It aims to bring together citizens, civil society organizations, and municipal councils for their joint contribution to the development of their communities.

These interactive workshops involved working sessions aimed at developing and designing a program to establish the citizen participation charter, with the aim of involving and consolidating cooperation and collaboration among various local stakeholders.

Legislative Progress in Berkane: Presentation on Activating the Principle of Administrative Silence 

In compliance with the supreme royal directives aimed at enabling citizens to conduct their affairs under the best conditions and within the shortest timeframes, simplifying procedures, and bringing basic infrastructure and services closer to them. 

As part of the efforts to adapt the regulatory framework for construction permits and economic authorizations to the requirements of Law No. 55.19 on the simplification of administrative procedures, which has set maximum deadlines for processing requests from stakeholders to obtain the administrative decisions necessary for investment projects. 

The province of Berkane organized, in the presence of the presidents of municipalities, the director of the National Electricity Office of Berkane, a representative from the Urban Agency of Oujda, a representative from the National Water Office of Berkane, as well as department and service heads of the municipalities, a presentation on activating the principle of administrative silence, considered as an approval, and setting deadlines for administrative decisions issued by the municipalities and districts concerned by this principle 

The principle that the silence of the administration implies approval is a new legal procedure that obliges the Moroccan administration in general and the municipal administration in particular to interact with the stakeholder before the expiration of the legal deadlines set by a regulatory provision or to be subjected to an exceptional procedure allowing the regional official to replace the relevant municipal administration and provide the stakeholder with a certificate of administrative silence equivalent to approval. 

It should be noted that the administrative decisions and services covered by this procedure include, according to the decision of the Minister of the Interior, seven decisions concerning land use planning, namely building permits, subdivision permits, authorization to create a housing group, property division authorization, occupancy permit/compliance certificate, repair permit, and demolition permit. 

Furthermore, these decisions also periodically concern two decisions related to commercial, artisanal, and industrial activities, namely the operating license for an establishment classified in the second category and the operating license for an establishment classified in the third category.

Press Conference on Berkane's Smart City Awards in Seoul and Bucharest 

Following Berkane's triumph on the Global Scientific Podium in Seoul, the capital of South Korea, where it won the Seoul Smart City Prize, as well as the consecutive success of the project at the IEEE Smart City Contest in Bucharest, the capital of Romania, a press conference was held at the Majal Complex for Innovation and Territorial Intelligence on Thursday, October 5th at 3 p.m. 

The event brought together representatives from the provincial and municipal councils, members of the local and national press, as well as civil society actors specializing in the fields of digital technology, artificial intelligence, and the environment. 

 During this press conference, experts from Majal provided a detailed presentation of the award-winning project "E-Moulouya," which represents a significant advancement globally in the field of digital technology applied to wildlife monitoring at the mouth of the Moulouya River. Project partners also outlined the strategic objectives, components of the associated agreement, and the utility and added value of this project for the Berkane territory. 

 The event culminated in a question-and-answer session during which numerous questions were raised about the project's purpose, specifics, impact, future, and related projects. Additionally, several complementary interventions enriched the debate and enhanced the knowledge of all stakeholders. 

It is important to note that "E-Moulouya" sets a new international standard by integrating digital technology into environmental monitoring. It focuses on the observation and analysis of wildlife ecosystems at the mouth of the Moulouya, an area of crucial importance for biodiversity and environmental conservation. This project embodies the Kingdom's commitment to sustainable development and is in line with royal initiatives aimed at promoting digital technology and implementing projects aligned with this strategic orientation.

Birth of a new educational project in Berkane focusing on technology and robotics: STEAM  

The STEAM project was officially launched this Thursday, September 21, at the Imam Al-Ghazali public school in the presence of Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, and Mr. Mohammed Jelloul, President of the Provincial Council, along with a range of partners and local officials. 

This educational project, encompassing the fields of science, technology, engineering, art, and mathematics, was conceived and implemented through the collaboration of a set of partners and local actors, including the Regional Academy of Education and Training, the Provincial Association for the Development and Generalization of Education (APPGE), the National Initiative for Human Development, the Local Development Company Majal Berkane, as well as the company BITBOT. 

The main objective of this project is to make the world of robotics and artificial intelligence accessible to all layers of society, with a particular emphasis on students. It aims to strengthen critical and logical thinking while promoting the development of mental and cognitive abilities among young students, regardless of their age groups and academic levels, as well as among teachers in public education. 

This project is intended to benefit more than 1000 children, as well as over 5000 students from various academic levels.
