Visite officielle à Berkane : Inaugurations et Initiatives en faveur du Développement Humain pour le 71ème Anniversaire de la Révolution du Roi et du Peuple

À l’occasion du 71ème anniversaire de la Révolution du Roi et du Peuple, la province de Berkane a eu l’honneur d’accueillir, le 20 août, la visite de M. Mohamed Dardouri, Wali et coordinateur national de l’Initiative Nationale pour le Développement Humain. Il était accompagné de M. Mohamed Ali Habouha, Gouverneur de la province de Berkane, du Président du Conseil provincial, des présidents des communes, de représentants de la société civile, des autorités locales, des chefs des services de sécurité, ainsi que des élus.

Cette journée mémorable a débuté dans la commune d’Aghbal, où M. le Wali a visité le centre médico-social, qui ce jour-là accueillait une caravane médicale dédiée au suivi des femmes enceintes. La visite a été marquée par un échange enrichissant autour des services offerts par la section des parents, avec la présentation de statistiques et d’informations clés.

Le cortège s’est ensuite dirigé vers un nouveau Centre d’épanouissement, d’animation et d’éducation inclusive, conçu pour nourrir les talents artistiques et les compétences éducatives des enfants. Ce centre, véritable havre d’inspiration, offre une variété d’espaces, dont un espace dédié aux arts, une salle d’informatique, un espace de formations, un espace d’éducation inclusive, un espace de découverte des métiers, et une salle de jeux électroniques. Il s’agit d’un lieu où chaque enfant, chaque jeune, y compris ceux en situation de handicap, peut se sentir inclus et soutenu dans son développement personnel.

La visite s’est poursuivie au Complexe Majal pour l’Innovation et l’Intelligence Territoriale, où une exploration des lieux a permis de découvrir des ateliers passionnants, tels que “Code pour Tous” et un atelier de robotique. Un moment fort de la journée a été l’événement organisé pour célébrer les réussites locales, avec des présentations mettant en lumière les réalisations remarquables de l’Association Provinciale pour le Développement et la Généralisation de l’Éducation, ainsi que de l’Association Provinciale de Soutien au Secteur Sanitaire et Social.

Pour clore cette journée riche en émotions, des prix ont été remis aux élèves les plus méritants de la province, en reconnaissance de leur excellence académique. Dans un geste empreint de solidarité, les clés de 10 bus scolaires ont été remises à l’Association Provinciale pour le Développement et la Généralisation de l’Éducation, renforçant ainsi les moyens de transport scolaire et facilitant l’accès à l’éducation pour de nombreux enfants.

Le Village d’Animation Estival de Saïdia : Une Initiative pour Stimuler la Créativité et l’Intégration des Enfants des Zones Rurales

Pour contribuer à renforcer la créativité et l’intégration en vue d’un développement global et durable des enfants dans les zones rurales, des efforts continus sont déployés pour lancer des programmes et des projets de qualité visant à développer les capacités des enfants et à les inclure dans la société. Dans ce contexte, le village d’animation estival à la plage de Saïdia a ouvert ses portes pour accueillir les enfants des communautés rurales relevant de la préfecture de Berkane à partir du 10 juillet. Cette initiative a été organisée en partenariat avec la préfecture de Berkane, la direction provinciale de la jeunesse, l’Initiative Nationale pour le Développement Humain, l’Association Provinciale d’Animation et de Loisirs à Berkane, et l’Association Provinciale pour le Développement et la Promotion de l’Éducation à Berkane. 

  La Foire digitale pour enfants comprend une variété d’ateliers dans des domaines tels que la sécurité cybernétique, l’intelligence artificielle, l’art numérique, l’intelligence provinciale, l’audiovisuel, et l’impression digitale. Le premier jour de ces événements a accueilli 258 élèves de la commune de Bougriba, dont 38 n’avaient jamais vu la mer auparavant. Ces programmes visent à encourager les enfants à penser de manière créative et critique, et à les motiver à participer activement au développement de leurs communautés locales.

Evaluation of Census Process at Meeting in Berkane: Preparations and Progress for the 2024 Edition

"On Thursday, May 2nd, a crucial meeting was held at the headquarters of the Berkane province, bringing together various stakeholders involved in the census process, currently underway for its seventh edition. Chaired by the Secretary-General, this assembly saw the participation of the President of the Provincial Council, the Regional Director of the High Commission for Planning, as well as representatives from the security forces, local authorities, and commune presidents."

"This meeting holds particular importance in the context of preparations for the ongoing census, where collected data is meticulously evaluated. The Regional Director of the High Commission for Planning also addressed the methodological aspects of the general population and housing census for the year 2024, covering various issues such as the definition of the census, its legal framework, its main objectives, its different stages, and the tools used."

"The main objective of this process is to determine the legal population of different administrative units and to explore demographic and socio-economic characteristics comprehensively. This approach also involves analyzing the housing conditions of households and the characteristics of dwellings. Additionally, it requires the establishment of a main sample for conducting statistical research over a defined period between two successive censuses. To achieve this, the national territory will be divided into census, monitoring, and supervision zones, thus ensuring complete coverage of the kingdom's population without omission or repetition. Approximately 467 people are involved in this operation."

The progress made in this census includes the digitization of all its stages using electronic tablets equipped with applications, which speeds up data processing and reduces the time taken to publish results. Additionally, this digitization eliminates costs associated with printing and transporting documents.

Solidarity and Inclusion: A Collective Iftar at Berkane Prison 

In a gesture filled with compassion and solidarity, the penitentiary institution of Berkane, in collaboration with the urban commune of Berkane, organized a collective iftar on 22 Ramadan 1445 (corresponding to April 2, 2024) for the inmates of the local prison. This significant event was attended by many prominent figures, including the prison director, Deputy Hakim Ben Abdellah, the President of the Commune of Berkane, Mohamed Ibrahimi, council president and his vice-presidents Mme Mounia Fethi and Mr. Mohamed Bouyaalaoui and Mr. Mohammed Zahiri, and other public figures from the local community. 

 The iftar began with an introductory speech by Mr. Nour Eddine Cherif, followed by a speech from Mr. Mohamed Ibrahimi on the significance of this Ramadan activity. The inmates then participated in various religious activities, including Quran recitation and religious songs. Cultural prizes were awarded to the winners of the religious singing contest, while sports prizes were given to the winners of the football tournament. Mr. Mohamed Ibrahimi, President of the Berkane communal council, had the honor of presenting the religious prizes, while the cultural prizes were distributed by the delegate of the Ministry of Culture and Communication, and the sports prizes by the judge of sentence enforcement. Other special prizes were awarded by personalities such as the deputy and the deputy public prosecutor 

 This collective iftar goes far beyond a simple shared meal. It embodies the core values of solidarity, empathy, and inclusion that define the community of Berkane. By offering this moment of conviviality to the inmates, the society of Berkane demonstrates its commitment to social reintegration and human dignity for all, regardless of circumstances. Moreover, the diversity of participants, from government representatives to local community members, underscores unity in diversity and strengthens social bonds. 

 During this sacred period of Ramadan, this collective iftar celebrates generosity, tolerance, and mutual understanding, thereby breaking down social barriers to build a more inclusive and compassionate future for all members of society.

Al-Badr Awareness Carnival in Berkane: For an Inclusive and Solidary Society

Under the motto "Despite our disparities, our essence is that of creators," the Al-Badr Organization for people with disabilities, women, and children orchestrated the sixth edition of its educational carnival. The essence of this initiative lay in raising awareness about autism and promoting the integration of these individuals within the community. On Tuesday, April 2, 2024, a multitude of participants, of all ages and genders, converged on this awareness carnival, expressing their solidarity with autistic children and individuals with mental disorders, with the aim of working towards their full societal integration.

 

Among the participants in this event were Ms. Nadia Attia, president of the organization, along with her executive board, as well as the delegate of national assistance, the provincial director of youth, culture, and communication, healthcare and education professionals, civil society association entities, and private and public educational institutions. During this carnival, the participants displayed various banners advocating for the integration of autistic children and youth.

 

The starting point of the carnival was the organization's headquarters, located at the Center for Initiative for the Disabled, in the Al-Majd neighborhood, heading towards the province of Berkane along Mohammed V Street

 

Nadia Attia emphasized that this event aimed to educate the public about autism, encourage solidarity, cooperation, and participation, while highlighting the importance of early detection of autistic disorders.

 

This spokesperson also advocated for the integration of individuals with autism into society, so they can lead ordinary lives and fully enjoy their rights as guaranteed by the constitution and international agreements.

Berkane in the Spotlight: Madame Nadia Attia Presents at the National Conference in Rabat to Discuss an Innovative Model for Employing People with Disabilities 

Under the prestigious patronage of His Majesty King Mohammed VI, may God glorify him, a national conference focused on the integration of people with disabilities in the private sector was held on Tuesday, December 19, 2023, in Rabat. Named “All for the Integration of People with Disabilities,” this conference brought together notable figures such as the Governor of Bank Al-Maghrib, Khaled Ait Taleb, the Minister of Health and Social Protection, Ryad Mezouar, the Minister of Industry and Commerce, Mrs. Aouatif Hayar, the Minister of Solidarity and Social Integration and Family, as well as Chakib Laalaj, President of the General Confederation of Moroccan Enterprises. 

The objective of this national conference is to strengthen collaboration among social actors in general and to promote the integration of people with disabilities in the private sector in particular. Emphasizing the added value of the private sector, it served as a platform for exchanging experiences, encouraging new companies to engage in integration projects. 

The opening session was marked by the signing of eight framework agreements and partnerships between the Ministry of Solidarity and Social Integration and Family, the Ministry of Health and Social Protection, the Ministry of Industry and Commerce, the General Confederation of Moroccan Enterprises, as well as several private companies and civil organizations committed to defending the rights of disabled individuals. These agreements aim to facilitate the socio-professional integration of this category of people. 

Nadia Attia, President of the National Union of Associations Active in the Field of Mental Disabilities, highlighted the success of an experimental employment model for people with mental disabilities within private sector companies, involving more than 30 young individuals. 

She advocated for the establishment of a contractual framework between the state and the private sector to define a percentage of paid jobs reserved for people with disabilities. She concluded by emphasizing that sustainable development depends on robust economic growth, highlighting the importance of equity for inclusive development. 

On her part, Aouatif Hayar, Minister of Solidarity and Social Integration and Family, affirmed that this conference aligns with efforts to strengthen the foundations of the social state. She underscored its alignment with royal directives aimed at reinforcing the pillars of the social state, with particular attention to vulnerable categories, including people with disabilities. .

She also highlighted that the conference’s objectives are consistent with various workshops and programs launched by the Kingdom, including the royal workshops for social protection. 

Khaled Ait Taleb, Minister of Health and Social Protection, emphasized His Majesty King Mohammed VI’s ongoing commitment to people with disabilities, emphasizing the preservation of their rights and the improvement of their social and professional conditions, as well as their integration at all levels of social life. He discussed the ministry’s involvement in diversifying and expanding training in the field of rehabilitation, covering physiotherapy, occupational therapy, speech therapy, and psychomotor therapy.

Enrollment in the Direct Social Assistance Program (ASD): Commitment to Social Well-being

The Moroccan government has launched the portal “www.Asd.ma” for the direct social assistance program. Applications can be submitted after registering with the National Population Registry (RNP) and the Unified Social Registry (RSU). After processing by the National Social Assistance Agency, a response is provided within a maximum of 30 days. The assistance, starting at the end of December, ranges from 500 to over 1,000 dirhams per family, depending on family composition and the number of children. The program aims to support families in need, with effective targeting based on the RSU. To address social and economic challenges, the project will require 25 billion dirhams in 2024, increasing to 29 billion annually from 2026. Two bills have been approved to facilitate implementation. The program aims to cover 60% of families not included in social security schemes, with an eligibility threshold set at 9.74 points. The registration in RSU until September 2023 includes 2.8 million households, laying the groundwork for significant social change.
