The Oriental Chamber of Commerce Energizes Berkane's Entrepreneurial Ecosystem with a Seminar on Digital Marketing

The Majal Berkane Complex for Innovation and Territorial Intelligence hosted a seminar organized by the Chamber of Commerce, Industry, and Services of the Oriental region on Friday, March 29. The seminar focused on the ‘Fundamentals of Digital Marketing and Its Importance 

The purpose of this event was to enlighten merchants, small businesses, and project leaders about the intricacies of digital marketing. Under the guidance of Ms. Latifa Ambarki, an advisor at Dar Al Moukawil in Berkane, the seminar covered crucial topics such as digital marketing, target audiences, marketing channels, communication tools, and pitfalls to avoid

Mr. Ibrahim Fachat, representing the Chamber of Commerce, Industry, and Services of the Oriental region, emphasized the significance of this event in the current context marked by technological revolution and global markets. He also highlighted the challenges faced by local merchants and entrepreneurs, emphasizing the role of digital marketing as a catalyst for economic activity.

During her presentation, Ms. Latifa Ambarki underscored the sustained efforts of the Chamber of Commerce, Industry, and Services of the Orient in supporting entrepreneurial development through workshops and information sessions. She explained key concepts of digital marketing and emphasized its crucial role in communicating with potential clients. 

The question-and-answer session allowed participants to deepen their understanding and exchange ideas. The speakers expressed their gratitude to the event organizers and showed interest in future training opportunities offered by the Chamber.

Berkane, epicenter of innovation: An edition of the Berkane International Symposium Smart City for sustainable and resilient cities. 

Berkane recently shone under the spotlight of science during an international event dedicated to sustainable smart cities. This knowledge celebration took place with great enthusiasm on February 27th and 28th at the headquarters of the Province of Berkane. The orchestration of this exceptional event was the result of collaboration among several committed partners, including the Province of Berkane, the Ministry of National Territorial Planning, Urbanism, Housing, and City Policy, the Provincial Council of Berkane, the municipality of Berkane, the Oriental Regional Development Agency, the Moroccan School of Engineering Sciences, the Regional Investment Center of the Oriental region, Mohammed I University of Oujda, Majal Berkane for Innovation and Territorial Intelligence, and African Smart Territories. The theme of this international event was ‘Sustainable Smart Cities: Preparedness and Resilience in the Face of Climate and Environmental Challenges. 

 Beyond the scientific exchanges, a decisive moment marked the margins of the event. Indeed, a convention was signed between the Province of Berkane, the Oriental Development Agency, and Majal Berkane, sealing their joint commitment to creating an intelligent territorial management center for Berkane. 

 The organizers highlighted this crucial theme due to the degradation of the climate situation in Morocco, characterized by an increase in drought rates and natural phenomena such as earthquakes. 

 Distinguished experts, inspiring researchers, and visionary entrepreneurs from Japan, Italy, Germany, France, Indonesia, the Philippines, Saudi Arabia, Venezuela, South Korea, as well as from Beni Mellal, Benguerir, Chefchaouen, Agadir, and other Moroccan cities and around the world, shared their pioneering experiences in intelligent management of natural resources, sustainable urban planning, technological innovation, smart agriculture, and rural resilience. They presented a multitude of digital solutions for water management, energy, public lighting, waste, urban traffic, as well as technological solutions for monitoring and responding to natural and environmental phenomena. 

 Berkane thus played a bridging role between Moroccan cities and countries worldwide through the ‘Berkane International Symposium Smart City,’ an international symposium on smart cities. Over the editions, this symposium has become a platform for exchanging experiences and best practices. 

 In the context of discussions about digital dynamics that place citizens at the heart of their concerns, with intelligent management of diverse economic and social interests in daily life, up to improving quality of life with an emphasis on the environment, the municipality of Berkane, as a model community in the Province, showcased its journey in digital transformation. It highlighted several applications related to project monitoring, stock management, and an electronic archiving system developed by Majal Berkane for Innovation and Territorial Intelligence. This entity is recognized as a technological arm supporting local authorities in their technological transition, constituting an innovative experience at the national level.

Monsieur Mimoun El Houari officially assigned as the President of the First Instance Court of Berkane. 

The First Instance Court of Berkane officially confirmed the assignment of Mr. Mimoun El Houari as the President of the First Instance Court of Berkane on Tuesday, February 20. He succeeds Professor Rachid El Omari and the ceremony took place in the public courtroom 

 The assignment ceremony was attended by the Governor of Berkane Province, Mr. Mohamed Ali Habouha, along with judicial officials and lawyers from various provinces in the Oriental region. Representatives from the Ministry of Justice, the President of the Council of Oulémas, security service chiefs from the province, parliamentarians, external service chiefs, and local authorities’ presidents were also present. 

 Mr. Mimoun El Houari replaced Mr. Rachid El Omari in accordance with established practices. In his speech, he expressed pride and gratitude for the trust bestowed upon him by His Majesty the King, emphasizing his determination to work diligently and with commitment to provide services that meet citizens’ expectations.  

 It’s worth noting that Mr. Mimoun El Houari previously held the position of President of the First Instance Court in Bouarfa before leading the First Instance Court in Guercif, and now assumes his duties in the province of Berkane.

Participation of Mr. Mohamed Ali Habouha: An Insight into the Sustainable and Inclusive Governance Model at the Sustainable Mobility Forum in Rabat

The city of Rabat recently hosted the “Sustainable Mobility Forum Meeting,” an event organized by the Ministry of Transport and Logistics on Wednesday, January 31. The event was marked by the presence of influential personalities such as Mr. Mohammed Abdeljalil, Minister of Transport and Logistics, Mr. Nizar Baraka, Minister of Equipment and Water, Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, Mr. Rachid El Abdi, President of the Rabat-Salé-Kénitra Region, as well as experts and professionals in digital, artificial intelligence, and sustainable mobility from both the public and private sectors.

This initiative emerged in response to the growing environmental challenges posed by greenhouse gas emissions in the transport sector in Morocco. Alarming figures reveal emissions of about 35 million tons of CO2, doubling the 2015 figures according to ITF2019. The transport sector accounts for 28% of greenhouse gas emissions, ranking second after the energy sector, which contributes 40%.

The forum was structured around several panels focusing on the vision of sustainable and inclusive mobility for Morocco, the transition to a sustainable and inclusive mode of mobility, corporate responsibility in this area, and the role of technological innovation in supporting sustainable and inclusive mobility.

These panels covered various topics, including political leaders' vision for sustainable mobility, specific objectives and deployment mechanisms, social and technological innovations, ongoing infrastructure projects to promote sustainable mobility, and the private sector's involvement in implementing the political vision.

The role of digital and AI in transport management, benefits for road safety, intelligent navigation solutions, practical applications, smart cities, and the sharing economy were the main themes discussed during the panels.

Berkane was represented at the forum, showcasing its experience and digital transformation journey. The Governor of the Province, Mohamed Ali Habouha, led a delegation that shared the strategic vision “BIGGEST” (Berkane Inclusive Good Governance and Eco Smart and Sustainable Territory). This vision has been realized over the past five years through projects such as inclusive mobility, smart traffic management, the installation of electric vehicle charging stations, and the Digital Twin, making Berkane a nationally and internationally recognized Smart City model.

Dr. Badr Ben Hichou, Director of Information Systems at Majal Berkane, participated as a panelist in the 3rd Panel on the role of technological innovation in sustainable and inclusive mobility. He shared concrete examples of fleet management projects, such as the household waste collection fleet and the urban and interurban transport fleet.

The forum also included a workshop on electric mobility, aimed at collectively raising awareness about the challenges and opportunities of this new era. Sessions such as “Inspire” and “Innov & Transform” highlighted stimulating experiences and perspectives for the future of sustainable mobility.

The meeting was marked by the presence and involvement of local authorities, elected officials, civil society representatives, trainees from the women's training centers (Women's Training Center, Women's and Children's Space in the Lahbil neighborhood), as well as significant participation from citizens.

This initiative is part of a program aimed at addressing the problem of water overconsumption, emphasizing awareness and consciousness towards a rational use of this resource. It also aims to explore alternatives and practical applications to change behaviors while promoting a new culture of preserving this vital resource for human, animal, and plant life on earth. This contributes to the realization of royal directives and government programs aimed at ensuring access to water for all under normal conditions, promoting rationalization and wise exploitation, as well as managing scarcity with the participation of all stakeholders, including the state, local authorities, civil society, and citizens.

Integral Security Strategy: Berkane Law Enforcement in Action for a Serene New Year

On the occasion of New Year's celebrations and the exceptional festivities that come with it, the provincial brigade of the Berkane gendarmerie and the national security directorate of the same province have meticulously developed a robust security strategy, implementing precise security measures and protocols. This initiative aims to elevate the level of vigilance and preparedness in line with the requirements of this festive period. 

 

This security strategy covers the entire territory, with particular emphasis on provincial road number 6000. It involves the establishment of security checkpoints, control points, and the securing of regular patrols. This approach relies on qualified human resources and advanced technologies, including the use of technological devices for monitoring road users. Additionally, cargo control measures and monitoring of alcohol consumption while driving, such as the use of breathalyzers, have been judiciously integrated. 

 

These concerted efforts and general mobilization aim to strengthen security and safety, addressing all potential threats that could compromise the safety of citizens and their property. Simultaneously, they seek to ensure peace and stability, particularly during this festive period. Memorable Day of Social Engagement: Minister of Insertion, Solidarity, and Family Shines in Berkane

The province of Berkane, a vibrant testimony of dynamism and vitality, experienced an exceptional day with a diverse program including inaugurations, visits, exhibitions, and exchanges. The day began in the presence of Ms. Aouatif Hayar, Minister of Insertion, Solidarity, and Family, Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, Mr. Mohammed Jelloul, President of the Provincial Council of Berkane, and an elite of actors involved in the social and economic inclusion domain.
The program started at Dar El Atfal, the children's home, a center managed by the Islamic charitable association - Berkane pole. This center mainly aims to shelter and feed children in precarious situations, while providing them with social and educational support. The renovation of the center did not only focus on the physical aspect and facilities but also enriched the program and vision of the center, placing more emphasis on constructive activities aimed at improving the cognitive abilities of children.
In continuation of the commitment to childhood, which is at the heart of royal orientations and development programs in the province of Berkane, a second visit was made to the center for the rehabilitation, support, and development of children. This center takes care of children in situations of social and financial precariousness, offering them a living environment that preserves their dignity and ensures their safety and future.
Moving from urban to rural, another inauguration took place in Ain Reggada. A center for the development of children and youth was opened, also serving as an associative center in the same municipality. This center offers a range of activities aimed at enhancing the abilities and talents of children and youth in rural areas, such as a library, a space dedicated to music, a digital space, as well as a video game space for entertainment. These initiatives aim to reduce and combat any form of insecurity that may threaten children or youth, such as delinquency, school dropout, violence, and homelessness, by providing a refuge and a space for talent expression.
An exploratory visit was also undertaken to the center for support and accompaniment of emerging cooperatives, private initiative, and self-employment, in order to understand closely its raison d'être, its beneficiaries, and its programs. This center is the result of Berkane's human development initiative, aiming for effective social and economic inclusion of youth and women in the province through entrepreneurship programs, from project conception to implementation, whether it's startups or cooperatives.
The minister's day concluded at the Al Fadl center, an emblematic establishment in Berkane, serving as both a training center in various trades and an incubator for youth and women. Agreements were signed between the Ministry of Social Insertion and Solidarity, the province of Berkane, the Al Fadl center, and the provincial council, regarding the construction and development of a training and reception space for women and children in precarious situations. Additionally, an agreement was established between the Ministry of Social Insertion and Solidarity and the Family, the province of Berkane, the provincial council, and the municipality of Ahfir for the construction and development of a center dedicated to children with specific needs within the municipality of Ahfir.

Glow of Independence: Celebration and Recognition at the Al-Fadl Center for Human Development in Berkane

On the memorable occasion of the glorious Independence Day, the Al-Fadl Center for Human Development in Berkane organized, on November 18th, an event of recognition graced by the distinguished presence of Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, and Mr. Mohammed Jelloul, President of the Provincial Council. Also present were the presidents of the various municipalities of the Berkane province, educational executives, and the parents of the beneficiaries, all gathered to celebrate the completion of the trainees' period of training.

The center, dedicated to human development, currently has 317 beneficiaries and 50 trainees, specializing in various fields such as hairdressing, cooking, sewing, and carpentry. Its commitment is to ensure the continuity of youth education, empower them to access the job market, while contributing to the reduction of both material and moral violence. The Second Chance program of the New Generation represents an educational product with comprehensive qualifications.

Governor Mohammed Ali Habouha played a crucial role in the development of the center by giving it attention, affection, and support. Similarly, the president of the provincial council made significant contributions by providing various services, including the installation of solar energy and the construction of three sections. Benefactors also played a commendable role, and the praiseworthy efforts of the educational executives were particularly highlighted.

The ceremony was marked by the presentation of certificates and awards by the governor to the graduates of the 2023/2022 group, also known as the Independence group. A symbolic celebration of the success of the trainees and the dedication of all stakeholders involved in this innovative project.

Glory and Innovation in Berkane: The 7th Student Forum Celebrates Agricultural Advances with the Presence of the Minister of Agriculture

The territory of Berkane hosted the 7th edition of the Student Forum, held on November 17th at the Office of Vocational Training and Job Promotion (OFPPT) in Zraib Berkane. This event was honored by the presence of Mr. Mohamed Seddiki, Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, along with Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, Mr. Mohammed Jelloul, President of the Provincial Council, and the President of the Oriental Chamber of Agriculture, alongside the presidents of the various municipalities of the Berkane province. Many actors and stakeholders from the agriculture and vocational training sectors were also present. 

 The event was marked by various activities, including the inauguration of a new program titled "Ornamental Crops and Green Spaces Management" at the Institute of Technology and Applied Sciences (ITSA) in Zraib. This program addresses the growing needs of the Berkane territory in terms of ecology and sustainable development. In parallel, exhibitions and exhibitors from across Morocco presented their projects focused on GreenTech and ornamental crops. Among them were projects such as the Multiplication Greenhouse, the Shading Breeding Greenhouse, BEAT Berkane, Agrossar, illustrating an intelligent and sustainable economic and ecological model placing the citizens of Berkane at the heart of concerns. 

In his speech, the Minister praised the efforts made by territorial actors to promote vocational training in agriculture and related services, thus continuing the Green Morocco plan. He also highlighted the ministry's vision for promoting investments in the agricultural sector, as well as action plans aimed at creating jobs and increasing the employment rate in the agricultural sector. 

 

In parallel with the 7th edition, exciting sports competitions were carefully orchestrated, placing students at the center of the action, excelling in various disciplines such as running, chess, table tennis, basketball, and football. These sports events sparked dynamic participation, bringing together young people from different Moroccan cities such as Laayoune, Errachidia, Rabat, Larache, Oujda, among others. The results of these competitions were praised with awards and recognitions presented by the Minister and the Governor, thus highlighting the efforts and talent of the participants.

Royal Speech Listening Ceremony within the Province of Berkane

In the presence of Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, the presidents of the provincial and municipal councils, as well as a number of elected officials and local actors, the royal speech listening ceremony on the occasion of the 48th anniversary of the Green March took place on November 6th at the headquarters of the Province of Berkane.

"Praise be to God, Prayer and Peace be upon the Prophet, His family, and His companions.

Dear people,

Today, we celebrate an occasion dear to our hearts: the anniversary of the Green March, which completed the territorial integrity of our country.

In fidelity to the eternal oath of this epic, we make it our duty to continue the marches of development, modernization, and construction initiated to ensure conditions of dignified life for Moroccan citizens. To this end, we ensure that the potential of our country, and particularly that of the Moroccan Sahara, is used in the most judicious manner.

Furthermore, since the Kingdom regained its Southern Provinces, its vocation as an Atlantic country has been further affirmed.

Through its dynamism, our diplomacy has thwarted the maneuvers of adversaries, declared and hidden, thus mobilizing increased international support for our territorial integrity. Consequently, our country now displays a stronger and more solid position.

If, through its Mediterranean facade, Morocco is firmly anchored to Europe, its Atlantic aspect opens up complete access to Africa and a window to the American space.

That is why We are determined to undertake a national upgrade of the coastline, including the Atlantic facade of the Moroccan Sahara. We are also committed to ensuring that this geopolitical space is structured on an African scale.

Our wish is for the Atlantic facade to become a high place of human communion, a pole of economic integration, and a hub of continental and international radiance.

To achieve this, by successfully completing the large-scale projects launched there, we ensure that our Southern Provinces are equipped with the essential services and infrastructure for their economic development. Furthermore, to ensure smooth connectivity between the different components of the Atlantic coastline, we are committed to providing the necessary transportation means and logistic stations. This also includes considering the establishment of a strong and competitive national merchant marine fleet

To better support the economic growth and urban expansion of the metropolises of the Moroccan Sahara, the establishment of a maritime economy must continue to consolidate the development of the entire region and benefit the local populations.

In addition to the thorough exploration of offshore natural resources, this integrated economy must be based on continued investment in maritime fishing sectors, desalination of seawater for agricultural purposes, promotion of the blue economy, and support for renewable energies.

We also call for the adoption of a dedicated strategy for Atlantic tourism, aimed at highlighting the numerous potentials of the region and, thus, establishing it as a true destination for beach and Saharan tourism.

Dear people,

Morocco, a country known for its stability and credibility, is well aware of the challenges and issues facing African countries, especially those located on the Atlantic facade.

Indeed, despite the quality of its human resources and the abundance of its natural wealth, the Atlantic Africa faces a significant deficit in infrastructure and investment.

To remedy this situation, we are working together with our African brothers and all our partners to develop practical and efficient responses, supported by international cooperation.

It is within this framework that the strategic project of the Morocco-Nigeria gas pipeline is being implemented, considered as a lever for regional integration aimed at creating the conditions for a common economic take-off, initiating a dynamic conducive to the development of the Atlantic band. This endeavor will also be a reliable source of energy supply to European countries.

It is in the same spirit that Morocco has taken the initiative to create an institutional framework bringing together the 23 Atlantic African States with the aim of consolidating security, stability, and shared prosperity in the region.

To address the difficulties and problems facing the brotherly States of the Sahel, the solution cannot be exclusively security or military, but it must be based on an approach of cooperation and common development.

Thus, to facilitate access for Sahel States to the Atlantic Ocean, we propose the launch of an international initiative.

Nevertheless, for such a proposal to succeed, it is essential to upgrade the infrastructures of Sahel States and connect them to transportation and communication networks established in their regional environment.

Because we are convinced that this initiative will substantially transform the economy of these brotherly countries and, beyond, the entire region, Morocco is willing to make available its road, port, and railway infrastructures to them.

Dear people,

I have already mentioned the seriousness and the spiritual, national and social values ​​which intrinsically characterize the Moroccan Nation in a highly turbulent world.

In this regard, the Green March beautifully translated the ancestral values ​​of solidarity, loyalty and patriotism, which allowed our country to liberate its territory and exercise its full sovereignty.

Speaking of seriousness, My goal has never been to complain about anything. In fact, what I meant was to urge everyone to continue to put their heart into the work in order to successfully complete the projects and reforms undertaken and, ultimately, to meet the challenges facing our country. Moreover, My intention, well understood by all, was largely well received by the active forces of the Nation.

In fact, it is an integrated system of values ​​which has made it possible to consolidate the achievements made in various areas, in particular the impetus of the development dynamic in our Southern Provinces and the consecration of their Moroccanness internationally. .

Praise God, while many countries have recognized the Moroccan nature of the Sahara, several other influential states have in turn affirmed that the autonomy initiative was the only possible way to resolve this artificial regional conflict.

In addition, the values ​​of solidarity, mutual aid and openness which are the distinctive mark of Morocco have contributed to strengthening its role and consolidating its position, thus allowing it to assert itself at the regional and international levels, particularly among brotherly Arab and African countries, as a key player and a credible and trustworthy economic and political partner.

Dear people,

The celebration of the anniversary of the Green March is an opportunity for Us to reaffirm Our attachment to the values ​​of this glorious epic and Our fidelity to its eternal oath.

We also welcome the efforts made by the Royal Armed Forces, the Security Services, the Territorial Administration as well as by all active forces, inside and outside national borders, to defend legitimate rights of the Moroccan nation.
