Gitex Africa 2024: Participation of Majal Berkane in the digital transition and Smart Cities 

Majal Berkane took part in GITEX AFRICA MOROCCO 2024, the continent's largest technology and startup event, which was held in Marrakech from May 29 to 31. Supported by the Ministry of Digital Transition and Administrative Reform, this second edition of GITEX AFRICA in Marrakech confirmed Morocco's positioning as a technological hub in Africa. Majal Berkane played an active and significant role there.

Represented by Dr. Badr Ben Hichou, Director of Information Systems and DGA, Majal Berkane was invited by the Ministry of Digital Transition and Administrative Reform as well as by the Digital Development Agency. During his speech at the E-Gov pavilion, Dr. Badr Ben Hichou shared success stories and digital transition and smart city projects carried out in Berkane. He also highlighted initiatives aimed at optimizing public services through the digitalization of processes. 

In addition to his presentation, Dr. Badr Ben Hichou participated in a round table at the APEBI Pavilion. This discussion focused on challenges and best practices in data governance in smart cities and brought together Moroccan startups specializing in BIM and digital twins. It was a valuable opportunity to exchange ideas and explore innovative solutions, thus strengthening collaboration between different players in the digital sector. 

Alongside the work of this edition, networking and exchange meetings took place, bringing together various players and experts in the field. Among them, representatives of Majal, Dr Badr Ben Hichou and Dr Zakaria Charouh. These meetings were a valuable opportunity to share best practices and discuss current trends in the field of artificial intelligence (AI) and Smart Cities. The discussions covered a wide range of topics, including the latest technological advances, practical applications of AI in urban management, and strategies to promote smarter and sustainable cities. 

Majal Berkane's participation in GITEX AFRICA 2024 illustrates its continued commitment to digital transformation and its leadership role in the development of smart solutions for public services.

Mr. Mohamed Madrane donates his personal library to the Imam Nafi School in Berkane.

During a memorable evening dedicated to celebrating books and libraries, the Scientific Council of Scholars of the Berkane Province, in partnership with the Khayrkoum Association for the Service of the Quran and its Sciences, organized a ceremony in honor of Mr. Mohamed Madrane. This literature enthusiast, deeply devoted to libraries, generously donated his personal library to the Imam Nafi School for traditional education in Berkane. This precious collection includes 6900 books in Arabic and 180 books in French.

The ceremony brought together a wide range of personalities, including the Governor of the Berkane Province, the President of the Provincial Council, the President of the Scientific Council of Scholars of the Oriental Region, as well as the presidents of the scientific councils, representatives of the judiciary, elected councils, the President of the Khayrkoum Association, and of course, Mr. Mohamed Madrane.

Books play an essential role in disseminating cultural, religious, and intellectual values. They are valuable tools for fostering critical and creative thinking among younger generations, preparing them to face future challenges. Therefore, libraries are evolving into interactive spaces that stimulate research and continuous learning.

This commendable initiative by Mr. Madrane underscores the importance of libraries as pillars of knowledge and education, enriching the community and inspiring future generations.

Celebration of the 19th Anniversary of the National Initiative for Human Development at the Maternity House of Tafoghalt

To celebrate the nineteenth anniversary of the launch of the National Initiative for Human Development, a ceremony was organized at the Maternity House in Tafoghalt, reflecting society's commitment to promoting development and social assistance. The event was honored by the presence of the Governor of the Province of Berkane, the President of the Provincial Council, the Heads of Communes, as well as representatives from the administration and civil society.

In line with the directives of His Majesty King Mohammed VI, the third phase of the National Initiative for Human Development has been launched to strengthen its achievements and redirect its programs to promote the human capital of future generations, support vulnerable groups, and initiate new income-generating initiatives and employment opportunities. The national campaign kicked off in the province of Berkane under the theme "The First Thousand Days of the Child," running from May 22nd to June 22nd.

The activities of the ceremony included a series of diverse programs, starting with a verification visit to the maternity health center, where the situation of pregnant women was monitored, along with educational presentations focusing on maternal and child health. Emphasis was also placed on the "Communication Campaign for Social and Behavioral Change," aimed at raising awareness about the importance of the first thousand days and strengthening pre and postnatal nutrition and healthcare, as well as promoting exclusive breastfeeding for optimal improvement.

The province of Berkane demonstrates its dedication to enhancing human capital, showcasing a genuine commitment to promoting social assistance and achieving sustainable development, including strengthening nutrition and improving healthcare for the health of mothers and children.

Memorable Commemoration: 68 Years of National Security Service in the Province of Berkane

On Thursday, May 16, 2024, the province of Berkane was the scene of memorable festivities to celebrate the 68th anniversary of the creation of the General Directorate of National Security. These joyful events illuminated several cities, including Berkane, Saïdia, and Ahfir.

The distinguished presence of the Governor of the Province of Berkane in Saïdia, accompanied by civil and political figures, lent particular solemnity to the ceremony. The opening moments were marked by the recitation of sacred passages from the Quran, followed by the salute to the national flag. Then, we underscored the significance of this celebration, highlighting the professional and security achievements in serving the tranquility and safety of our citizens. We also reiterated the vital role of this institution in promoting the values of security, safety, and protection of our fellow citizens.

We highlighted the joint efforts of various services, thanks to exemplary collaboration with other security and justice agencies, such as the Royal Gendarmerie, Auxiliary Forces, Civil Protection, and the Army.

Similarly, the annual commemoration of the creation of the National Security in Berkane was marked by active participation from the community, demonstrating the openness of this public institution and its commitment to various civil society organizations for the common good. This gathering was an opportunity to pay tribute to the efforts of the security personnel in the province, who diligently ensure the safety of our fellow citizens.

Evaluation of Census Process at Meeting in Berkane: Preparations and Progress for the 2024 Edition

"On Thursday, May 2nd, a crucial meeting was held at the headquarters of the Berkane province, bringing together various stakeholders involved in the census process, currently underway for its seventh edition. Chaired by the Secretary-General, this assembly saw the participation of the President of the Provincial Council, the Regional Director of the High Commission for Planning, as well as representatives from the security forces, local authorities, and commune presidents."

"This meeting holds particular importance in the context of preparations for the ongoing census, where collected data is meticulously evaluated. The Regional Director of the High Commission for Planning also addressed the methodological aspects of the general population and housing census for the year 2024, covering various issues such as the definition of the census, its legal framework, its main objectives, its different stages, and the tools used."

"The main objective of this process is to determine the legal population of different administrative units and to explore demographic and socio-economic characteristics comprehensively. This approach also involves analyzing the housing conditions of households and the characteristics of dwellings. Additionally, it requires the establishment of a main sample for conducting statistical research over a defined period between two successive censuses. To achieve this, the national territory will be divided into census, monitoring, and supervision zones, thus ensuring complete coverage of the kingdom's population without omission or repetition. Approximately 467 people are involved in this operation."

The progress made in this census includes the digitization of all its stages using electronic tablets equipped with applications, which speeds up data processing and reduces the time taken to publish results. Additionally, this digitization eliminates costs associated with printing and transporting documents.

Celebration of Eid al-Fitr in Berkane: A Day of Spiritual Communion

From the first light of Wednesday, 1st Shawwal 1445 in the Hijri calendar, corresponding to April 10, 2024, citizens have been converging at the Salem Mosque in Berkane to celebrate Eid al-Fitr. Under the skies of this special day, voices unite in praise and glorification of God, in the presence of the governor of the province of Berkane, accompanied by the President of the commune, the president of the provincial council, the president of the local council of Ulemas, as well as other civil, military, and elected officials. 

 A spiritual atmosphere permeates the congregation during the Eid prayer and the sermon, which emphasizes the importance of acts of worship after the month of Ramadan, commitment to good deeds, the fight against sins, and the significance of individual reform, a cornerstone of societal progress according to our faith. In conclusion, the preacher offered a prayer to Almighty God for the protection and guidance of the Commander of the Faithful, Mohammed VI, as well as for the preservation of all Muslims around the world. 

 As tradition dictates, the prayer concluded with warm exchanges of congratulations and well-wishes among the faithful, thus sealing this day of celebration and spiritual communion.

The Majal Berkane Complex for Innovation and Territorial Intelligence hosted a seminar organized by the Chamber of Commerce, Industry, and Services of the Oriental region on Friday, March 29. The seminar focused on the ‘Fundamentals of Digital Marketing and Its Importance 

The purpose of this event was to enlighten merchants, small businesses, and project leaders about the intricacies of digital marketing. Under the guidance of Ms. Latifa Ambarki, an advisor at Dar Al Moukawil in Berkane, the seminar covered crucial topics such as digital marketing, target audiences, marketing channels, communication tools, and pitfalls to avoid 

M. Mr. Ibrahim Fachat, representing the Chamber of Commerce, Industry, and Services of the Oriental region, emphasized the significance of this event in the current context marked by technological revolution and global markets. He also highlighted the challenges faced by local merchants and entrepreneurs, emphasizing the role of digital marketing as a catalyst for economic activity.

During her presentation, Ms. Latifa Ambarki underscored the sustained efforts of the Chamber of Commerce, Industry, and Services of the Orient in supporting entrepreneurial development through workshops and information sessions. She explained key concepts of digital marketing and emphasized its crucial role in communicating with potential clients. 

The question-and-answer session allowed participants to deepen their understanding and exchange ideas. The speakers expressed their gratitude to the event organizers and showed interest in future training opportunities offered by the Chamber.

Berkane, epicenter of innovation: An edition of the Berkane International Symposium Smart City for sustainable and resilient cities. 

Berkane recently shone under the spotlight of science during an international event dedicated to sustainable smart cities. This knowledge celebration took place with great enthusiasm on February 27th and 28th at the headquarters of the Province of Berkane. The orchestration of this exceptional event was the result of collaboration among several committed partners, including the Province of Berkane, the Ministry of National Territorial Planning, Urbanism, Housing, and City Policy, the Provincial Council of Berkane, the municipality of Berkane, the Oriental Regional Development Agency, the Moroccan School of Engineering Sciences, the Regional Investment Center of the Oriental region, Mohammed I University of Oujda, Majal Berkane for Innovation and Territorial Intelligence, and African Smart Territories. The theme of this international event was ‘Sustainable Smart Cities: Preparedness and Resilience in the Face of Climate and Environmental Challenges. 

 Beyond the scientific exchanges, a decisive moment marked the margins of the event. Indeed, a convention was signed between the Province of Berkane, the Oriental Development Agency, and Majal Berkane, sealing their joint commitment to creating an intelligent territorial management center for Berkane. 

 The organizers highlighted this crucial theme due to the degradation of the climate situation in Morocco, characterized by an increase in drought rates and natural phenomena such as earthquakes. 

 Distinguished experts, inspiring researchers, and visionary entrepreneurs from Japan, Italy, Germany, France, Indonesia, the Philippines, Saudi Arabia, Venezuela, South Korea, as well as from Beni Mellal, Benguerir, Chefchaouen, Agadir, and other Moroccan cities and around the world, shared their pioneering experiences in intelligent management of natural resources, sustainable urban planning, technological innovation, smart agriculture, and rural resilience. They presented a multitude of digital solutions for water management, energy, public lighting, waste, urban traffic, as well as technological solutions for monitoring and responding to natural and environmental phenomena. 

 Berkane thus played a bridging role between Moroccan cities and countries worldwide through the ‘Berkane International Symposium Smart City,’ an international symposium on smart cities. Over the editions, this symposium has become a platform for exchanging experiences and best practices. 

 In the context of discussions about digital dynamics that place citizens at the heart of their concerns, with intelligent management of diverse economic and social interests in daily life, up to improving quality of life with an emphasis on the environment, the municipality of Berkane, as a model community in the Province, showcased its journey in digital transformation. It highlighted several applications related to project monitoring, stock management, and an electronic archiving system developed by Majal Berkane for Innovation and Territorial Intelligence. This entity is recognized as a technological arm supporting local authorities in their technological transition, constituting an innovative experience at the national level.

Monsieur Mimoun El Houari officially assigned as the President of the First Instance Court of Berkane. 

The First Instance Court of Berkane officially confirmed the assignment of Mr. Mimoun El Houari as the President of the First Instance Court of Berkane on Tuesday, February 20. He succeeds Professor Rachid El Omari and the ceremony took place in the public courtroom 

 The assignment ceremony was attended by the Governor of Berkane Province, Mr. Mohamed Ali Habouha, along with judicial officials and lawyers from various provinces in the Oriental region. Representatives from the Ministry of Justice, the President of the Council of Oulémas, security service chiefs from the province, parliamentarians, external service chiefs, and local authorities’ presidents were also present. 

 Mr. Mimoun El Houari replaced Mr. Rachid El Omari in accordance with established practices. In his speech, he expressed pride and gratitude for the trust bestowed upon him by His Majesty the King, emphasizing his determination to work diligently and with commitment to provide services that meet citizens’ expectations.  

 It’s worth noting that Mr. Mimoun El Houari previously held the position of President of the First Instance Court in Bouarfa before leading the First Instance Court in Guercif, and now assumes his duties in the province of Berkane.

Participation of Mr. Mohamed Ali Habouha: An Insight into the Sustainable and Inclusive Governance Model at the Sustainable Mobility Forum in Rabat

The city of Rabat recently hosted the “Sustainable Mobility Forum Meeting,” an event organized by the Ministry of Transport and Logistics on Wednesday, January 31. The event was marked by the presence of influential personalities such as Mr. Mohammed Abdeljalil, Minister of Transport and Logistics, Mr. Nizar Baraka, Minister of Equipment and Water, Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, Mr. Rachid El Abdi, President of the Rabat-Salé-Kénitra Region, as well as experts and professionals in digital, artificial intelligence, and sustainable mobility from both the public and private sectors.

This initiative emerged in response to the growing environmental challenges posed by greenhouse gas emissions in the transport sector in Morocco. Alarming figures reveal emissions of about 35 million tons of CO2, doubling the 2015 figures according to ITF2019. The transport sector accounts for 28% of greenhouse gas emissions, ranking second after the energy sector, which contributes 40%.

The forum was structured around several panels focusing on the vision of sustainable and inclusive mobility for Morocco, the transition to a sustainable and inclusive mode of mobility, corporate responsibility in this area, and the role of technological innovation in supporting sustainable and inclusive mobility.

These panels covered various topics, including political leaders' vision for sustainable mobility, specific objectives and deployment mechanisms, social and technological innovations, ongoing infrastructure projects to promote sustainable mobility, and the private sector's involvement in implementing the political vision.

The role of digital and AI in transport management, benefits for road safety, intelligent navigation solutions, practical applications, smart cities, and the sharing economy were the main themes discussed during the panels.

Berkane was represented at the forum, showcasing its experience and digital transformation journey. The Governor of the Province, Mohamed Ali Habouha, led a delegation that shared the strategic vision “BIGGEST” (Berkane Inclusive Good Governance and Eco Smart and Sustainable Territory). This vision has been realized over the past five years through projects such as inclusive mobility, smart traffic management, the installation of electric vehicle charging stations, and the Digital Twin, making Berkane a nationally and internationally recognized Smart City model.

Dr. Badr Ben Hichou, Director of Information Systems at Majal Berkane, participated as a panelist in the 3rd Panel on the role of technological innovation in sustainable and inclusive mobility. He shared concrete examples of fleet management projects, such as the household waste collection fleet and the urban and interurban transport fleet.

The forum also included a workshop on electric mobility, aimed at collectively raising awareness about the challenges and opportunities of this new era. Sessions such as “Inspire” and “Innov & Transform” highlighted stimulating experiences and perspectives for the future of sustainable mobility.
