Berkane's Digital Experience on the Podium at the Annual Meetings of AUSIM

As part of its annual meetings, the Association of Information Systems Users (AUSIM) organized a conference on October 31 titled "E-Gov: Towards Which Digital Administration?" The event took place in Rabat in the presence of Ms. Ghita Mezzour, Minister Delegate in charge of Digital Transition and Administrative Reform, as well as various key actors in the field of information technology and information systems, such as Mr. Mohamed Ali Habouha, Governor of the Province of Berkane, Mr. Stefan Maersserchaert, First Counselor and Deputy Head of Mission at the Belgian Embassy in Rabat, and Mr. Hicham Chigueur, President of AUSIM.

The objective of this event was to bring together the digital community around emerging trends, suggestions, and debates in the digital world. A highlight of this meeting was the presentation of the white paper, highlighting the challenges and opportunities related to the digitization of government services. Furthermore, the event emphasized the importance of effectively implementing the administrative decentralization charter, as well as simplifying and digitizing procedures.

Speakers emphasized that the adoption of digital technology is a bold economic choice and a collective responsibility, promoting efficient and inclusive public services, and strengthening social inclusion for territories and the most vulnerable populations. They highlighted the extension of health coverage and social protection, access to financing for young entrepreneurs, as well as stimulating investments.

Moreover, Mr. Mohamed Ali Habouha, accompanied by a provincial delegation including Mr. Mohamed Jelloul, President of the provincial council, also emotionally and eloquently shared Berkane's experience in digital transformation in recent years. He emphasized the role of digital technology in bringing decision-makers closer to citizens and facilitating access to essential daily services. Additionally, he highlighted Berkane's achievements in this field, such as the creation of Majal Berkane, the first public start-up, as well as the implementation of the Geographic Information System (GIS), which have been recognized nationally and internationally, notably by winning the Seoul Smart City Prize in Seoul and the IEEE Smart City Contest prize in Bucharest.

In addition to this event, a Memorandum of Understanding was signed between the Province of Berkane, AUSIM, and SDL Majal Berkane as part of the "Douar BY AUSIM" project, which aims to help rural villages achieve the Sustainable Development Goals (SDGs) through digital means by testing, deploying, and accelerating digital initiatives in a rural municipality, with the aim of scaling them across Morocco.
According to this Memorandum, a pilot project will be deployed in the rural municipality of Tafoughalt.

Press Conference on Berkane's Smart City Awards in Seoul and Bucharest 

Following Berkane's triumph on the Global Scientific Podium in Seoul, the capital of South Korea, where it won the Seoul Smart City Prize, as well as the consecutive success of the project at the IEEE Smart City Contest in Bucharest, the capital of Romania, a press conference was held at the Majal Complex for Innovation and Territorial Intelligence on Thursday, October 5th at 3 p.m. 

The event brought together representatives from the provincial and municipal councils, members of the local and national press, as well as civil society actors specializing in the fields of digital technology, artificial intelligence, and the environment. 

 During this press conference, experts from Majal provided a detailed presentation of the award-winning project "E-Moulouya," which represents a significant advancement globally in the field of digital technology applied to wildlife monitoring at the mouth of the Moulouya River. Project partners also outlined the strategic objectives, components of the associated agreement, and the utility and added value of this project for the Berkane territory. 

 The event culminated in a question-and-answer session during which numerous questions were raised about the project's purpose, specifics, impact, future, and related projects. Additionally, several complementary interventions enriched the debate and enhanced the knowledge of all stakeholders. 

It is important to note that "E-Moulouya" sets a new international standard by integrating digital technology into environmental monitoring. It focuses on the observation and analysis of wildlife ecosystems at the mouth of the Moulouya, an area of crucial importance for biodiversity and environmental conservation. This project embodies the Kingdom's commitment to sustainable development and is in line with royal initiatives aimed at promoting digital technology and implementing projects aligned with this strategic orientation.

Berkane Wins the "Seoul Smart City Prize"  

Another achievement has been added to the repertoire of Berkane's territory, shining its name internationally, this time in Seoul at the "Seoul Smart City Prize," an event aimed at promoting an innovative and inclusive smart city model that puts the most disadvantaged groups at the heart of its strategy, based on information and communication technologies. It is also a world-renowned competition that celebrates innovation and excellence in the field of smart cities. This year, more than 200 projects from 47 countries around the world were submitted to compete in this elite competition. Among these projects, Berkane stood out as the sole representative of Morocco and the African continent.. 

The winning project, named "E-Moulouya," embodies a significant advancement on a global scale in the field of digital technology applied to wildlife monitoring at the mouth of the Moulouya River. The "E-Moulouya" project has set a new global benchmark by integrating digital technology into environmental monitoring. It focuses on the observation and analysis of wildlife ecosystems at the mouth of the Moulouya, an area of crucial importance for biodiversity and environmental conservation. This flagship project represents a cornerstone of His Majesty the King's ongoing commitment to sustainable development and is in line with previous royal initiatives launched in the Berkane region, including the development of the SaÃŊdia tourist resort as a sustainable seaside resort. This will undoubtedly enhance its resilience to climate change.  

This innovative project is based on Artificial Intelligence of Things (AIoT), a powerful combination of artificial intelligence (AI) and the Internet of Things (IoT), to establish real-time monitoring to provide crucial information about the delicate balance of life in this ecosystem. By combining cutting-edge technology with a deep understanding of environmental sciences, "E-Moulouya" empowers researchers and environmental activists to make informed decisions to protect and preserve the natural beauty of this site of biological and ecological interest.

The territory of the Province of Berkane had the honor of receiving a delegation of high academic officials.

A delegation composed of the Directors of the National Schools of Applied Sciences (ENSA), accompanied by the Presidents of Moulay Ismail University of Meknes and Mohamed Premier University of Oujda, recently visited the Division of Integrated Territorial Digital Governance (DGNTI) of the Province of Berkane and the Majal Complex for Innovation and Territorial Intelligence, in the presence of the Secretary General of the Province and the President of the Provincial Council.

This visit allowed the delegation to concretely discover the model of sustainable and intelligent transition of the territory of the Province of Berkane, highlighting its key drivers, including Integrated Digital Governance and the Local Development Company (SDL) Majal Berkane, focused on innovation and territorial intelligence.

It is worth noting that the territory of the Province of Berkane is fully committed to strengthening scientific and technological partnerships, in line with United Nations Sustainable Development Goal 17. This approach aims to empower and promote the use of key technologies to foster sustainable development and innovation within its territory.

This visit marked an important step in promoting inter-institutional collaboration and exploring new avenues for smarter and more sustainable territorial governance.

Study Day at Majal Berkane on Digital Governance of the Municipality 

As part of the partnership agreement between the Municipality of Berkane and Majal Berkane for Innovation and Territorial Intelligence, a study day was recently organized in the presence of Mr. Governor Mohamed Ali Habouha, the President of the Municipality of Berkane, Mr. Mohamed Ibrahimi, as well as members of the municipal council, division chiefs, and various services.
The ultimate goal of this meeting was to introduce participants to business process modeling techniques, considered a fundamental prerequisite for the success of the digital transformation project of the Municipality of Berkane, which naturally adhered to the royal directives making digitalization a national strategic priority. It has thus emerged as a pilot municipality through a series of innovative projects, including the digital governance initiative initiated by Majal Berkane. During this study day, a presentation was made to highlight the significant transformations undergone by the administration in Berkane. It has transitioned from a traditional approach, based on conventional methods and channels, to a new generation of administration focused on digital and advanced technologies.
In addition to this session, participants had the opportunity to visit the Majal Complex to discover the project portfolio related to Smart City domains.
It is worth noting that the recent installation of a digital kiosk in the municipality's premises, as part of the Digital Governance agreement, represents a new mode of communication with citizens, but above all a platform that allows them to fulfill various administrative needs flexibly and transparently. This kiosk offers the possibility to evaluate the experience, submit complaints or proposals, as well as consult administrative procedures and declare municipal taxes.

Collaboration for Innovation in Smart Cities: Memorandum of Understanding between the Province of Berkane, Libelium, and Majal Berkane

In order to capitalize on the skills and expertise of each partner and to transfer the intrinsic know-how of the different parties, a Memorandum of Understanding has been established in the territory of Berkane between the Province of Berkane, Libelium, and Majal Berkane.

This agreement was signed with the aim of developing fruitful collaboration in line with their mutual aspirations and common interests. The purpose of this Agreement is to define the framework of collaboration between the Parties in order to achieve their common objectives, which include:

Establishing an OpenLab for training, sharing experiences and expertise, and conducting research on Smart City-related topics;
Strengthening and consolidating the expertise and excellence of each Party by organizing reflection, training, and research activities;
Developing a common vision and defining an ambitious policy for territorial data management that can lead to high-level innovations and results;
Enhancing the existing technical skills of each Party by fostering interdisciplinary exchanges among staff in the fields of GIS/IoT/AI and ICT in general;
.Promoting the valorization of results obtained from projects implemented in the OpenLab; The Parties have decided to join forces to create a true synergy in the aforementioned areas applied to the concerns of the smart city zone. In this context, the Parties have decided to initiate the process of establishing a common collaborative structure without legal personality, called the "Open AI Lab," to contribute to the development and facilitation of joint reflection aimed at developing skills in technological innovation in the field of smart cities, particularly concerning mobility and transportation, energy, air quality, and smart lighting. The Parties agree to cooperate in good faith, through joint and concerted activities conducted in accordance with the provisions of this Memorandum, in order to achieve the aforementioned objectives.

Technological Revolution in Berkane: Towards a Smart and Sustainable City through AI and IoT in Collaboration with PUND and Libelium

Within the remarkable dynamic observed in the ecosystem of the Province of Berkane, characterized by significant progress in the Digital domain, Artificial Intelligence, and through technological solutions aimed at enhancing and improving the quality of life for citizens in all its aspects.

In this context, and with the aim of ensuring the sustainability and continuity of the achieved advancements, Majal Berkane, a Local Development Company for Innovation and Territorial Intelligence, hosted a delegation from Libelium led by Dr. Jara Antonio, their Chief Science Officer, at its premises.
The visit took place with the objective of establishing a technological platform to implement intelligent solutions for the city of Berkane, as a Pilot city in the Province, and to explore collaboration opportunities with Majal Berkane for the co-development of IoT and AI-based technological solutions.

As part of this visit, a training workshop was organized for the teams of Majal Berkane to familiarize them with the operation of the Smart City technological platform.
Furthermore, to foster and materialize the collaboration between Majal Berkane, Libelium, and UNDP (United Nations Development Programme), meetings will take place in the coming days, about which we will provide more details.

As part of an ecosystem revolving around Smart Cities and a territory that has traversed an honorable trajectory in the world of Digital, Majal Berkane for Innovation and Territorial Intelligence continues to stride confidently towards new successes.  

 Once again, the name of Berkane stands among other pioneering territories in the realm of Smart Cities. This is the "Seoul Smart City Prize," where Majal Berkane is currently a semi-finalist. This international prize is organized by the weGo World Smart Sustainable Cities Organization in partnership with the Seoul Metropolitan Government.  

 The Seoul Prize aims to recognize efforts towards a people-centric digital transformation, beneficial to citizens through innovative or technology-based solutions. It is organized with the objective of promoting an inclusive development program for key processes and frameworks surrounding the digitization of public services, and engaging the global community in shaping the future direction of digitization by providing a platform for discussion and opportunities for interaction and networking among relevant stakeholders in smart city development.

Participation of Majal Berkane in the 28th edition of IEEE ISCC 

Majal Berkane, for Innovation and Territorial Intelligence, made its presence felt at the 28th International Conference on Network Communications and Communication Systems (IEEE 28th ISCC), held in Gammarth, Tunisia. The event took place from July 09 to 12 and brought together world-renowned experts in the field of computer science and communications. 

Majal Berkane was represented by Dr. Zakaria Charouh, R&D Manager, who represented the company as a speaker.

 Their participation was crucial in presenting two innovative and relevant research works conducted by Majal Berkane's teams. These research works attracted the attention of participants and were praised for their significant contribution to the field of information technology. 

The two presentations by Majal Berkane focused on topics of vital importance in the artificial intelligence sector, highlighting the company's advancements in developing new methods and technologies, and Majal Berkane's technical expertise, which sparked keen interest among researchers, academics, and industry professionals present at the conference. 

 In addition to presenting research works, Majal also had the honor of chairing a special session on artificial intelligence during the conference through its representative, who led a debate session on the latest trends and challenges in this continuously evolving field.

Moroccan Program for Labeling Sustainable and Innovative Cities: A Commitment to Quality of Life and Sustainable Development

by the Efficacity program of the French Institute and the General Directorate of Territorial Communities (DGCT), and implemented by the consulting firm SUD with the assistance of the International University of Rabat (UIR). This project aims to improve the quality of life of residents, promote innovation, encourage citizen participation, and foster sustainable development. Eight Moroccan cities have been selected for the pilot phase of this program, namely Agadir, Chefchaouen, Benguerir, Ifrane, Marrakech, Rabat, Tanger, and Berkane..

The label for Sustainable and Innovative Cities primarily aims at improving the quality of life of residents. To achieve this goal, several strategic axes are prioritized: 

Local policies focus on environmental protection, reducing social and economic inequalities, and developing public services to meet the needs of citizens.

Labeled cities implement effective measures to manage their resources, such as the use of renewable energies, preservation of biodiversity, and optimization of public transportation.

Labeled cities position themselves at the forefront of technology and innovation. They integrate technological solutions to improve public services and residents' quality of life.

The label actively encourages citizen engagement by establishing mechanisms that allow them to have a real impact on city management.

Policies and measures implemented in labeled cities aim to reduce energy consumption, greenhouse gas emissions, and promote sustainable development in all aspects of urban life.

The labeling project is based on a participatory approach involving local authorities, economic actors, associations, and citizens. The implementation of the label will proceed in three phases:

This phase aims to assess the current situation of pilot cities and develop a strategy tailored to each local context.

Once the strategy is defined, concrete actions will be implemented to achieve the label's objectives. This includes carrying out projects and implementing specific policies in the five strategic axes.

This final phase will evaluate the results and impact of the actions taken. Indicators will be defined to measure progress in terms of quality of life, resource management, innovation, citizen participation, and sustainable development.

The Moroccan Program for Labeling Sustainable and Innovative Cities represents a strong commitment to the future of Moroccan cities. By selecting eight pilot cities, the program aims to create exemplary urban development models that can be replicated nationwide.

In addition to this presentation, the Berkane team presented the strategic vision "BIGGEST-Berkane Inclusive Good Governance and Eco-Smart and Sustainable Territory" as well as integrated digital governance. These initiatives contribute to digital and energy transformation, thus fostering economic and social development.

Berkane's involvement in co-designing the label methodology underscores the importance placed on the participation of local actors. Furthermore, the visit to the Majal Complex for Innovation and Territorial Intelligence illustrates the desire to integrate technological advances for the benefit of citizens.
